Pretrial Services

The Pathways Project is working to build practical, evidence-based Pretrial Services for rural Colorado communities, with a focus on the 7th Judicial District. Our focus is on creating a model that helps courts make informed decisions, supports court appearance and public safety, and connects individuals to appropriate services while their cases while their case is pending.

What is Pretrial Services?

Pretrial Services act as a vital bridge from arrest to case resolution, offering a structured framework for the judicial system. These programs provide judges with objective data to inform release decisions and ensure individual risks are understood early on.

 

Beyond data, they offer tailored supervision including check-ins and court reminders essential in mountain and plains regions where distance often hinders attendance. By coordinating local resources like mobile health clinics and transit options, Pretrial Services proactively address barriers such as transportation and housing instability.

 

This strategy helps defendants remain compliant with court orders while strengthening public safety through increased accountability and stability in our local communities.

Why does it matter in rural Colorado?

Rural Colorado faces unique challenges, including minimal public transit, a lack of behavioral health clinics, and vast travel distances to courthouses. Housing instability and limited local specialists often create barriers to court success.

 

By implementing evidence-based Pretrial Services, we offer courts a structured framework designed for these geographic realities. This model provides tailored supervision and links to local networks, reducing jail overcrowding while improving individual stability.

 

These localized strategies ensure justice remains practical and accessible, building safer communities where every person has a clear path toward court compliance.

How is Pathways helping?

We build sustainable Pretrial Services infrastructure specifically for rural Colorado. We move beyond generic templates by facilitating local partnerships between court systems and community stakeholders to ensure every program is geographically relevant.

 

Our team collaborates with an advisory board to design policy frameworks and operational workflows that address the unique needs of smaller jurisdictions, such as remote check-in protocols for mountain regions and mapping service gaps in isolated areas. By establishing referral pathways to support, we bridge the gap between human needs and legal mandates.

 

We offer hands-on support for evidence-based implementation models that remain agile enough for limited local staffing, fostering a justice system that is responsive, equitable, and aligned with modern pretrial standards.
