The Vision Behind Pathways
Pathways was created from the belief that rural communities deserve justice services that are practical, evidence-based, and locally responsive. Our name reflects the work itself: helping people, courts, and communities identify workable pathways toward stability, accountability, and better outcomes.
Through Pathways Services LLC and The Pathways Project, we are able to meet both immediate and long-term needs in the justice system. Pathways Services provides programming, case management, and consulting for individuals, courts, municipalities, and justice partners. The Pathways Project, our 501(c)(3) nonprofit, was created to build and support Pretrial Services in rural Colorado. Together, these organizations share one vision: to create stronger pathways forward for individuals, local systems, and the rural communities they serve.

Leigh Anne Suppes

Executive Director, The Pathways Project
Leigh Anne Suppes founded Pathways to strengthen justice services in rural Colorado through practical, evidence-based support for individuals, courts, and communities. Her work is grounded in direct experience building and managing community-based justice programs, including Pretrial Services, Adult Diversion, Juvenile Diversion, and court-connected case management.
With a background in program development, grant writing, policy implementation, stakeholder collaboration, and evidence-based supervision practices, Leigh Anne understands both the human and systems-level challenges facing rural justice communities. She created Pathways Services LLC to provide structured programming, case management, and consulting, and established The Pathways Project to build and support Pretrial Services capacity across rural Colorado.
Through Pathways, Leigh Anne brings together accountability, stabilization, and systems collaboration to help create clearer pathways forward for people navigating the justice system and the courts and communities serving them.
